 PowerBI USERELATIONSHIP function can only use the two columns references participating in relationship  

Ensure relation between the tables are inactive. If issue persists, delete and remake the relationship. And make it active 
Important – Check if columns used in Userelationship are in same format I,e mm/dd/yyyy should match to mm/dd/yyyy and not mm/dd/yyyy
